On 30 October 2009 two draft Customs Bills ("the Draft Bills") were released by the South African Revenue Service ("SARS") for comment. The Bills signify a milestone in the Customs modernisation agenda which seeks to overhaul the existing Customs legislative framework consisting of the Customs and Excise Act 91 of 1964 ("the Customs Act"); the Rules to the Customs Act and the Schedules thereto.
